HARRISON COUNTY

Harrison County Commissioners and County Clerk Sylvia Basile approved an additional 287 ballots in the canvass of general election returns, but the extra votes didn't change the results of any races.

The difference between the still-uncertified canvass figures and the tallies announced last Wednesday after the Nov. 5 election stems from voters who cast challenged ballots and those who cast absentee ballots by mail, Commission President Beth Taylor said today.

"We had to count all the challenged ballots by hand. We also had to count absentee ballots which were mailed in on time but came in to late to be distributed to the precincts for counting on election night,'' she said.

The new totals show 27,118 of the county's 40,913 registered voters took part in the election, for a respectable turnout of 66.2 percent.

By party affiliation, county voters are split into 27,278 Democrats and 11,652 Republicans. Another 1,983 are registered as independents or with other parties.

The hand-counting of five of the county's 92 precincts and the challenged and absentee ballots took four days. The spot-check was completed early Friday afternoon.

The canvass results will be certified by the Commission next week.

In the hotly-contested gubernatorial race, Gov.-elect Cecil Underwood carried the county with 13,744 votes or 51.3 percent. Democratic challenger Charlotte Pritt received 12,303 votes (45.9 percent), while Libertarian candidate Dr. Wallace Johnson got 653 votes (2.4 percent).

President Bill Clinton got 14,746 votes (54.8 percent) to Sen. Dole's 8,857 (32.9 percent). Ross Perot got 3,135 votes (11.6 percent).Save for Underwood's victory, county voters gave the nod to Democratic incumbents and candidates in all other races, from the Statehouse to the courthouse.

County voters also approved all three state constitutional amendments and a renewal of a local special tax by overwhelming margins.

In the lone state Senate race, veteran state Sen. Bill Sharpe, D-Weston, got 17,786 votes (68.9 percent) to GOP challenger David Craft's 7,992 votes (30.9 percent).Here are the canvass figures for the courthouse races:

_ House of Delegates: The winners were Democratic incumbents Sam J. "Sam" Cann, 18,108 votes (21.6 percent); Ron Fragale, 17,390 (20.8 percent); Larry A. Linch, 16,785 (20 percent); and Barbara "Bobbie" Warner, 16,777 (20 percent). Republican candidates Victor Folio and Matthew Gaeckle got 7,660 and 6,670 votes, respectively.

_ Circuit Judge: Democratic incumbent John Lewis Marks Jr., 17,602 (68.4 percent); Charles E. "Cal" Forsythe (R), 8,078 (31.4 percent).

_ County Commissioner: Democratic incumbent Beth Taylor, 14,211 (55.9 percent); Earl F. Young (R), 11,143 (43.8 percent).

_ Magistrate: (five seats). Democrats Donald L. Kopp II, 16,686 votes (incumbent Circuit Clerk); Jim Terango (incumbent), 14,183; Mark A. Gorby, 14,028; Tammy F. Marple, 13,381; and Brenda J. Anselene, 12,517, were the winners. Republican totals are: Keith W. Marple, 9,213; Tim Wells, 7,269; Andy McDougal, 6,368; Darry N. Harris, 4,829; and Danny Welch, 4,546. Long-time incumbent Democrat Fray Queen received 1,820 write-in votes.

_ Constitutional amendments: Amendment restricting DNR revenue from sale of hunting and fishing permits for DNR use only, 20,572 "yes" votes (86.3 percent); 3,263 "no" votes (13.6 percent). Amendment authorizing sale of vanity license plates for non-game conservation programs, 18,404 yes (79.6 percent), 4,706 against (20.3 percent). Amendment authorizing borrowing up to $550 million in bond markets for new highways, 19,368 yes (80.5 percent), 4,675 against (19.4 percent).

_ County vital services special levy: (e.g., ambulance, senior citizens, 911 emergency dispatch service). 19,991 yes (81.1 percent), 4,657 against (18.8 percent).

Here are the canvass results in contested state races:

_ Secretary of State: Ken Hechler (D-inc.), 18,255 (70.9 percent); Vernon R. Hayes Jr. (R), 7,445 (28.9 percent).

_ Treasurer: John D. Perdue (D), 15,524 (60.6 percent); Stan Klos (R), 10,049(39.2 percent).

_ Agriculture Commissioner: Gus R. Douglass (D-inc.), 19,545 (77.2 percent); Paul Nuchims (R), 5,750 (22.7 percent).

_ Attorney General: Darrell McGraw (D-inc.), 14,151 (54.4 percent); Charlotte R. Lane (R), 11,808 (45.4 percent).

_ Supreme Court: _ two full, 12-year terms. Monongalia County Judge Larry Starcher (D), 17,096 votes, and Mingo County Judge Elliott "Spike" Maynard (D), 14,090 were the winners. John Yoder (R), 7,399; Richard A. "Richie" Robb (R), 6,290.

_ Supreme Court: _ unexpired term. Robin Davis (D), 16,250; David M. Pancake (R), 8,578.

Democratic incumbent U.S. Sen. Jay Rockefeller handily defeated his GOP challenger Betty A. Burks, 21,081 to 5,305 votes. Circuit Clerk Charlotte J. Sharpe, who was nominated by her party's county executive committee last spring, received 19,864 votes in an unopposed race to fill the unexpired term of the late Patricia S. Minehart.

The following Democratic incumbents were also unopposed: U.S. Rep. Alan B. Mollohan, 22,396 (received most votes in all races on ballot); State Auditor Glen B. Gainer III, 21,497; Prosecuting Attorney Edmund J. Matko, 20,760; Sheriff Wayne L. Godwin, 22,108; Assessor Cheryl L. Romano, 21,069; and Surveyor Daniel L. Wheeler, 19,747.
